Eligibility for Independent Practice, Including Locums

Only physicians on the General Register or Provisional Register Conditional Practice are eligible for independent practice in Alberta.

A physician in independent practice:

  • is authorized to practise medicine within his/her scope of practice
  • is responsible and accountable for his/her medical practice
  • does not require another physician to be responsible for or oversee any aspect of their medical practice

Basic Eligibility Requirements

BEFORE applying, you must have the following basic requirements:

  1. Medical degree – from a school listed in the World Directory of Medical Schools;
  2. English Language Proficiency – applicable if your medical education and patient care experience was not obtained in a country where English is the first and native language (regardless of whether English was the language of instruction);
  3. Medical Council of Canada Evaluating Examination (MCCEE) – applicable if you obtained your medical degree outside Canada or the USA or have Doctor of Osteopathy degree from the USA;
  4. In independent practice or a formal postgraduate training program*, in the discipline of medicine in which you intend to practise in Alberta, within three years preceding application; AND
  5. Postgraduate training requirements* for Family/General or Specialty Practice, as identified below.

Additional Requirements

Family Medicine/General Practice

General Register:

  • Successful completion of a Family Medicine residency in Canada and both the Licentiate of the Medical Council of Canada (LMCC) and Certification in the College of Family Physicians (CCFP)

Provisional Register:

  • One of:
    1. Successful completion of a Family Medicine residency in Canada and one of the LMCC or CCFP; or 
    2. Successful completion of a family medicine postgraduate training program* of at least 24 months duration outside of Canada containing 4 months of community-based primary care and a minimum of eight weeks each of three of the following: Pediatrics, Obstetrics and Gynecology, Surgery, and Internal Medicine; or
    3. Satisfactory completion of a postgraduate training program* recognized by the College of Family Physicians of Canada and a passing score on the Medical Council of Canada Evaluating Examination. (If your training was completed in the USA, UK, Ireland, or Australia, you are encouraged to apply to the College of Family Physicians of Canada (CFPC) for certification without examination via the Recognized Training and Certification Outside Canada alternate pathway to Family Medicine certification before submitting a Review of Qualifications);
  • Successful completion of the Therapeutics Decision Making (TDM) exam (**effective March 1, 2018**)
  • Sponsorship by Alberta Health Services (AHS); and
  • Practice Readiness Assessment.

Specialty Practice (other than Family Medicine)

General Register:

  • Successful completion of a Specialty residency in Canada and both the Licentiate of the Medical Council of Canada (LMCC) and specialty certification of the Royal College of Physicians and Surgeons of Canada (FRCP/S(C))

Provisional Register:

  • One of:
    1. Successful completion of a Specialty residency in Canada and one of the LMCC or FRCP/S(C); or 
    2. A postgraduate program of specialty training* outside of Canada of at least 48 months duration and acceptable specialty certification from the jurisdiction of training; or
    3. A postgraduate program of specialty training* outside of Canada of at least 36 months duration and acceptable specialty certification from the jurisdiction of training (may be eligible for the Provisional Register as a non-specialist);
      Note: does not apply to radiology/diagnostic imaging
  • Sponsorship by Alberta Health Services (AHS); and
  • Practice Readiness Assessment.

Special Circumstances

You may be eligible for access to our application process through:

  • Agreement on Internal Trade or New West Partnership Trade Agreement: You must be currently registered and in independent practice in another jurisdiction in Canada. Learn more
