College welcomes New Registrar

Dr. Scott McLeod starts July 1st

Dr. McLeod joins the College from Ottawa where he is currently the Deputy Surgeon General for the Canadian Armed Forces (CAF). In this role, he oversees all clinical programs for the Canadian Armed Forces healthcare system. This includes providing strategic direction, financial and operational oversight, advice and support to all of the CAF primary care clinics in Canada and Europe as well as field hospital operations and humanitarian support wherever the CAF may be deployed. He also oversees all applied research within his organization and with international partners.

Within the CAF, Dr. McLeod has lead several major initiatives, including conducting a full governance review of the CAF Health Services, the institutionalization of the CAF Quality and Patient Safety Program, the development of the Surgeon General’s lntegrated Health Strategy and the Surgeon General’s Mental Health Strategy. He also plays a key role in regulation and policy development at the national and international levels.

Dr. McLeod has had a distinguished career as a medical practitioner and healthcare leader for more than a quarter century. He graduated from Medical School at the University of Saskatchewan, completing residencies in Family Medicine and Aerospace Medicine in addition to Master’s degrees in Public Health and in Public Administration. Beginning his medical career working as a flight surgeon with the CAF in Moose Jaw and as the Team Physician for the Snowbirds he also worked part time as an Emergency Physician with the Regina Health District.

Global assignments of increasing responsibility have also played an important role in Dr. McLeod’s career. He deployed in support of the United Nations Support Mission in Haiti in 1997 and Operation Allied Force in support of the Kosovo Air Campaign in 1999. ln 2008, he was the Commanding Officer of the Multinational Role 3 Hospital and Task Force Surgeon in Kandahar, Afghanistan.

Dr. McLeod offers extensive governance and committee leadership experience at national and international levels. This includes work with organizations such as The College of Family Physicians of Canada, The Canadian Medical Association, The Royal College of Physicians & Surgeons of Canada, NATO Human Factors in Medicine, The Surgeon General’s Health Research Board (Chair), the Canadian Forces Health Services Clinical Council (Chair), and the Canadian Forces Health Services Leadership Council.

Dr. McLeod is a member of the College of Physicians and Surgeons of Saskatchewan, the College of Family Physicians of Canada and the Canadian Medical Association. We look forward to welcoming him to Alberta, and the CPSA.
